one of the current things on newgrounds is haxeflixel (Friday Night Funkin', the Tankmas games, and by extension i use it). it's has a couple of tutorials and a OK documentation. i think following the starting guide and tutorial is a good way to learn how to code games, and might also give some ideas on how one might implement a dress-up game:

If you’d like to tackle the coding yourself, I could possibly teach you how to create the logic of the game, but I’m not much help with any specific coding language. However, if you’d be more comfortable with just the art without having to code, I know a few good sites that let you create your own dress up games and character creators just by submitting the art assets! What route would you prefer to take?

If you follow KnoseDoge's suggestion of trying out Haxe + Flixel (which i also strongly recommend), there's a Haxe discord server the Haxe community created to help beginner devs! You can find an invite link somewhere in Haxe's website I'm sure (https://haxe.org/). It's pretty active. Wish you the best of luck!

While everyone recommendeds HaxeFlixel. I recommend GDevelop, simple to use and doesn’t require text scripting

real talk haxeflixel seems a lil overkill to me, realistically a simple dressup game where you click on the outfits and they show up on the character can be done entirely with HTML, CSS, and a tiny bit of javascript. if you want a lil bit more in terms of visual flair, PIXIjs is a great single file JS library you dont need to install anything special for, and THREE.js is the same but for 3d if you want that for some reason. at the end of the day, the biggest hurdle to actually making a game is usually over engineer it, if you can do what you want with what you already know, its better to build on that a little bit before jumping into other software. im not the best webdev out there but hmu if you ever need help.
